Στη δεύτερη Ομάδα δεκατέσσερα Μέλη ορίζονται από τη Γενική Συνομοσπονδία Εργατών Ελλάδος (Γ.Σ.Ε.Ε.) και έξι από την Ανώτατη Διοίκηση Ενώσεων Δημοσίων Υπαλλήλων (Α.Δ.Ε.Δ.Υ.) επιλεγόμενα κατά το δυνατόν από διαφορετικούς κλάδους.
